സ്വകാര്യ കുടിവെള്ള വിതരണത്തിന് നഗരസഭ നിയന്ത്രണം ഏര്‍പ്പെടുത്തും

കോഴിക്കോട്: സംസ്ഥാനത്ത് പല നഗരങ്ങളിലും ജലം വഴി രോഗം പകരുന്നുവെന്ന പരാതിയുടെ അടിസ്ഥാനത്തില്‍ കുടിവെള്ളം വിതരണം ചെയ്യുന്ന സ്വകാര്യ ഏജന്‍സികളില്‍ നിയന്ത്രണം കൊണ്ടുവരുന്ന കാര്യം നഗരസഭ ആലോചിക്കും.
കുടിവെള്ള വിതരണക്കാരെ ലൈസന്‍സ് പരിധിയില്‍ കൊണ്ടുവരുന്നതും വെള്ളം ശേഖരിക്കുന്ന സ്രോതസ്സ് സി.ഡബ്ള്യു.ആര്‍.ഡി.എം വിദഗ്ധരെക്കൊണ്ട് പരിശോധിപ്പിച്ച് സര്‍ട്ടിഫിക്കറ്റ് നല്‍കുന്ന കാര്യവും ആലോചിക്കുവാന്‍ നഗരസഭാ കൗണ്‍സില്‍ യോഗം തീരുമാനിച്ചു. വിതരണക്കാരുടെ ചെലവില്‍ ലഭ്യമാക്കുന്ന പരിശോധന റിപ്പോര്‍ട്ട് കുടിവെള്ള കച്ചവടത്തിന് നിര്‍ബന്ധമാക്കുന്ന കാര്യം പരിഗണിക്കും. കുടിവെള്ളക്ഷാമത്തെപ്പറ്റി സി.പി.എമ്മിലെ ഒ. സദാശിവനും കോണ്‍ഗ്രസിലെ സി.പി. സലീമുമാണ് ശ്രദ്ധ ക്ഷണിച്ചത്. കുടിവെള്ള വിതരണം വാട്ടര്‍ അതോറിറ്റിയുടെ ചുമതലയാണെങ്കിലും നഗരസഭ ധാര്‍മിക ഉത്തരവാദിത്തം ഏറ്റെടുത്ത് റവന്യൂ അധികൃതരുമായി ചേര്‍ന്ന് വെള്ളം ലഭ്യമാക്കുമെന്ന് മേയര്‍ പ്രഫ. എ.കെ. പ്രേമജം പറഞ്ഞു. എവിടെയെല്ലാം കുടിവെള്ളമെത്തിക്കുമെന്നത് സംബന്ധിച്ച് ഉദ്യോഗസ്ഥര്‍ പരിശോധിക്കുന്നതിനൊപ്പം വാര്‍ഡ് കൗണ്‍സിലര്‍മാരുടെ നിര്‍ദേശം കൂടി പരിഗണിക്കണമെന്ന് ആവശ്യപ്പെട്ടിട്ടുണ്ട്. റവന്യൂ വിഭാഗം ഏതെങ്കിലും ഭാഗങ്ങളില്‍ വെള്ളം നല്‍കാന്‍ വീഴ്ച വരുത്തിയാല്‍ ധാര്‍മിക ഉത്തരവാദിത്തം ഏറ്റെടുത്ത് ലോറികളില്‍ കുടിവെള്ളമെത്തിക്കാന്‍ നഗരസഭ നടപടിയെടുത്തതായി മേയര്‍ പറഞ്ഞു. കുടിവെള്ളം പരിശോധിക്കാന്‍ നഗരസഭക്ക് സംവിധാനമില്ലെന്ന് ആരോഗ്യ സ്റ്റാന്‍ഡിങ് കമ്മിറ്റി ചെയര്‍പേഴ്സന്‍ ജാനമ്മ കുഞ്ഞുണ്ണി വ്യക്തമാക്കി. കോര്‍പറേഷന്‍ ഫുഡ് ഇന്‍സ്പെക്ടര്‍ തസ്തിക നിര്‍ത്തലാക്കിയതോടെ ഇക്കാര്യത്തില്‍ നഗരസഭക്ക് ഒന്നും ചെയ്യാന്‍ പറ്റാതായി. കുടിവെള്ള പരിശോധനയുടെ ഉത്തരവാദിത്തം വാട്ടര്‍ അതോറിറ്റിക്കാണെന്ന് മേയറും പറഞ്ഞു. ഹോട്ടലുകളിലും സ്വകാര്യ വിതരണക്കാര്‍ വഴിയും നല്‍കുന്ന വെള്ളം പരിശോധിക്കാന്‍ നഗരസഭക്ക് ധാര്‍മിക ബാധ്യതയുണ്ടെന്ന് കാണിച്ച് എന്‍.സി. മോയിന്‍കുട്ടിയുടെ നേതൃത്വത്തില്‍ പ്രതിപക്ഷം ഇടപെട്ടതിനെ തുടര്‍ന്ന് ഡെപ്യൂട്ടി മേയര്‍ പ്രഫ. പി.ടി. അബ്ദുല്‍ ലത്തീഫ് നിയന്ത്രണമേര്‍പ്പെടുത്തുന്ന കാര്യം ആലോചിക്കാമെന്ന് നിര്‍ദേശിക്കുകയായിരുന്നു.

FSOs inspect potable drinking water in Kerala

In a bid to create awareness about contaminated drinking water amongst the people of Kerala, food safety officials have geared up for an effective inspection on the basis of poor standards of drinking water in various corners of the state.The portable water, which particularly comes from the sources in the eastern region of districts like Puthencruz and Muvattupuzha, were inspected by a team led by Ajith Kumar, recently following a tip-off regarding the standards of water and the tankers carrying it. “We collected samples from around fourteen tankers as well as from the sources. These have been sent for the bacteriological and chemical tests,” he said, adding that the eight tankers which were inspected at Thiruvankulam were heading with water to various parts of Kochi.Not only this, he mentioned that the inspection was mainly conducted on the basis of reports of various waterborne diseases like jaundice and hepatitis E and A in these areas.According to media reports, there had been allegations made from various corners on the standards of the drinking water. Some even claimed that the tankers, which were ideally meant for carrying portable water, also tranported septic waste, and that some distributors had also violated distribution norms.He then opined that it will become easier for the officials to take action against such violators and penalise the errant distributors when the Food Safety and Standards Act comes into force.

Health inspectors from the local body will collect milk samples from across Kochi and send them to government-run laboratories

KOCHI: Ahead of the upcoming Vishu festival, the corporation has come up with a drive against the sale of adulterated milk in the city.From Monday, health inspectors from the local body will collect milk samples from across Kochi and send them to government-run laboratories, to identify the presence of hazardous chemicals and other harmful substances. Chairman of health standing committee T K Asharaf said the corporation, which has so far been concentrating on raiding hotels and restaurants for sale of stale food, has decided to check milk samples considering its high demand during the festive season. It is pointed out that about 40% of the milk sold in the state comes from neighbouring states like Tamil Nadu, Karnataka and Maharashtra. During Onam and Vishu, there is an increased demand for milk.A data released by the diary development department shows that daily about 6.5 lakh litres passes through Valayar and Meenakshipuram check-posts in Palakkad. "We will check for presence of preservatives, starch and other antibiotics used for increasing the shelf-life and quality of milk, and publish details of the marketer or producer along with the particulars of the substances identified," said Asharaf. He also said the results would be forwarded to the state commissioner of food safety. The corporation can test the milk samples at the regional analytical laboratory or opt for the laboratory with the dairy development department. The chief food safety officer for Ernakulam Mohammed Rafi said that he had not received any complaints regarding sale of adulterated milk. According to him, the food safety officer of the corporation can initiate action against culprits."The corporation can impose a temporary ban on products which are found to be adulterated. The product can be completely banned only after conducting further tests. The methods of conducting the test and the procedures followed should be acceptable to the court of law," he said. Food traders in MP launch three-day strike

Bhopal, Apr 9 (PTI) Protesting against the Food Safety Standards Act 2006, shops selling sweets, grocery and other related items, food joints and small vendors launched their three-day state-wide strike today. The Confederation of All India Traders (CAIT) had given a call for strike to oppose the "stringent" provisions of the Act. Food market in Bhopal, Indore, Jabalpur, Gwalior, Ujjain, Ratlam, Dewas, Khandwa, Khargone, Betul, Hoshangabad, Itarsi, Bhind, Morena and Katni, among others, remained closed on the first day of the strike, according to sources from these cities. Claiming that the bandh was a complete success, general secretary of Akhil Bharatiya Udyog Vyapar Mandal Anupam Agrawal said that the Act is "heavily in favour of the big retail chains". In Indore, three Reliance Fresh stores became a target of stone pelters, following which, police used mild force to disperse the agitators, police said. "Police is keeping a close watch on the agitators and is taking stern measures against those indulged in violence," Indore's Senior Superintendent of Police (SSP) A Sai Manohar told reporters. Terming the Food Safety Standards Act 2006 as a "black law", president of Madhya Pradesh Food Products Manufacturer and Sellers' Federation Ramesh Khandelwal demanded its repeal. Khandelwal said that the rules and regulations of the Act were "impractical and against small traders". The Food Safety and Standard Authority of India has laid down science-based standards for food items and regulate their manufacturer, storage, distribution, sale and import to ensure availability of safe and wholesome food for human consumption. The Act aims to ensure prevention of fraudulent, deceptive or unfair trade practices which may mislead or harm the consumer.

മായം കണ്ടെത്തിയിട്ടും കേസില്ല; നടപടിയില്ല

പോത്ത് വരുന്ന വഴി

ആയിരം കോടി രൂപയിലേറെയാണു മാട്ടിറച്ചി വിപണിയില്‍ കേരളത്തില്‍ ഒരുവര്‍ഷം കൈമറിയുന്ന പണം. ഭക്ഷ്യവസ്തുക്കളില്‍  ഏതെങ്കിലും ഘട്ടത്തില്‍ പേരിനെങ്കിലും പരിശോധന നടക്കുന്നുവെന്നാണു വയ്പ്. എന്നാല്‍, മാട്ടിറച്ചിയുടെ കാര്യത്തില്‍  ഒന്നും നടക്കുന്നില്ലെന്നത് ആശങ്കയോടെ കാണേണ്ട കാര്യമാണ്. ഇപ്പോള്‍ കേരളത്തിലേക്കു പ്രധാനമായും അറവുമാടുകളെത്തുന്നത് ആന്ധ്രാപ്രദേശിലെ വിജയവാഡയില്‍ നിന്നാണ്.

ആന്ധ്രയില്‍ നിന്നു തമിഴ്‌നാട്ടിലേക്ക് ഉരുവിനെ കടത്തുമ്പോള്‍ പരിശോധനയുണ്ട്. ചെക്‌പോസ്റ്റില്‍ വെറ്ററിനറി സര്‍ജന്‍ വിശദപരിശോധന നടത്തണമെന്നാണു നിയമമെങ്കിലും ഒന്നിനു 100 രൂപവച്ചു നല്‍കിയാല്‍ പാസ് റെഡി. കേരളത്തിലേക്കു കടക്കുമ്പോഴും പരിശോധനയുണ്ട്. പരിശോധിച്ച് ഉരുവിന്റെ കാതില്‍ 'കമ്മല്‍ അടിച്ചുവിടണമെന്നാണു ചട്ടം. അറവുമാടുകളെ കൈകാര്യം ചെയ്യുന്നതും അറുക്കുന്നതും വില്‍ക്കുന്നതും സംബന്ധിച്ചു വിശദമായ നിയമം കേരളത്തിലുണ്ട്. എന്നാല്‍ ഇതൊന്നും പലപ്പോഴും പാലിക്കപ്പെടുന്നില്ല. ഇറച്ചിയുടെ ഗുണനിലവാരം പരിശോധിക്കാന്‍ ഒരു സംവിധാനവുമില്ല.പലതരം വിരകളും മുഴകളും വൈറസുകളും ബാക്ടീരിയകളും അടങ്ങിയതാണ് ഓരോ അറവുമാടിന്റെയും ശരീരം. ക്ഷയവും ബ്രൂസല്ലോസിസ് രോഗവുമുള്ള ഉരുക്കളില്‍ നിന്ന് അതു മനുഷ്യരിലേക്കു പകരാം. ക്യാന്‍സര്‍ ബാധയുള്ള മാടുകളെ വരെ അറുത്തു വില്‍ക്കുന്നുണ്ട്. കേരളത്തില്‍ എവിടെ വില്‍ക്കുന്ന മാംസം പരിശോധിച്ചാലും അതില്‍ ഇ-കോളി ബാക്ടീരിയയുടെ സാന്നിധ്യം വളരെ കൂടുതലായിരിക്കും. എന്നിട്ടും നമുക്കു കാര്യമായ അപകടങ്ങളില്ലാത്തതിനു നന്ദി പറയേണ്ടതു നമ്മുടെ പാചകരീതിയോടാണ്. മുക്കാല്‍ മണിക്കൂറോളം വേവിക്കുന്നതും മഞ്ഞള്‍ ചേര്‍ക്കുന്നതും രോഗാണുക്കളെ ഒരു പരിധിവരെ നശിപ്പിക്കുന്നു.

Jolt for FSSAI as Nagpur bodies move HC against “unconstitutional” FSSA

Challenging the constitutional validity of the provision of the Food
Safety & Standards Act, 2006 (FSSA 2006), Nagpur-based Vidarbha
Taxpayers Association (VTA) and Nagpur Residential Hotels Association
(NRHA) have filed a Public Interest Litigation (PIL) with the Nagpur
bench of the Bombay High Court.
The PIL has been filed against the Food Safety and Standards Authority
of India, (FSSAI), the union ministry of health and family welfare,
ministry of law & justice, legislative department, and the Food and
Drug Administration, Maharashtra.
Calling certain provision of the FSSA unconstitutional, the PIL also
challenges the legality, validity and propriety of the Regulation No.
2.1.2 of the Food Safety & Standards (Licensing and Registration of
Food Business) Regulations, 2011.

MP becomes 1st state to ban Gutka products containing tobacco

With increasing number of mouth cancer cases in the country, Madhya Pradesh has become the first state to ban all Gutka products which contain tobacco or nicotine under a new law governing food safety standards. The Madhya Pradesh food secretary has issued instructions to all District Collectors and Food Safety officials to ensure that the sale and manufacture of all Ghutka products in their areas is not allowed and all such material containing tobacco and nicotine be confiscated. The ban came into effect from April 1.The state food secretary has also called for initiating action under the rules against all those indulging in sale and manufacture of Gutka products containing Tobacco and Nicotine.

Madhya Pradesh is the first state to ban Gutka under the Food Safety and Standards (Prohibition & Restrictions on sales) Regulation 2011 notified by the Food Safety & Standards Authority of India (FSSAI). Goa was the first state to ban Gutka under Public Health Act earlier.The Food Safety & Standards Authority of India (FSSAI) notification effective August 5, 2011, called as Food Safety & Standards (Prohibition & Restrictions on sales) Regulation 2011, wherein Rules 2.3.4 states that no food article shall contain tobacco or nicotine in the products.Under the Food Security and Standard Assessment Act, the food and drug administration can impose a penalty of Rs 25,000 on any person found selling Gutka.India has the highest prevalence of oral cancer globally, with 75,000 to 80,000 new cases of a year. Gutka sold in small pouches across the country has become a very serious health hazard and its easy availability and low prices make it popular among youth and women.Its flavoured taste, easy availability and low price as well as the attractive marketing ploy by companies also attracts children.
