TN coconut oil under lens in Kerala over adulteration charges

 

Kerala Food Safety authorities have commenced inspection of coconut oil arriving from Tamil Nadu following the reports of adulteration with palm kernel oil.Thalath Mahamood, former President, Cochin Oil Merchants Association (COMA), told Business Line that the officials had started collecting coconut oil samples for a random inspection from traders in Ernakulam on Tuesday in the backdrop of complaints that spurious coconut oil mixed with palm kernel are landing in various parts of the State.However, he said that this is happening notwithstanding the fact that Kerala was also receiving good quality oil from Tamil Nadu and only a few players were involved in the adulteration.He said that around 30-40 tankers each are coming to the State from Tamil Nadu every day and traders are complaining on the inferior quality of oil.When contacted, a senior official in the Food Safety Authority said that they have set up separate teams in Kochi, Kozhikode and Thiruvananthapuram based on a complaints from Kerafed on coconut oil adulteration.The team, he said, has collected samples from traders and they will be sent for further inspection. Since the labs in Kerala are not equipped to test the level of adulteration, the samples will be sent to labs accredited by the National Accreditation Board for Testing and Calibration Laboratories.Meanwhile, the coconut oil market in Kerala and Tamil Nadu is witnessing a weak trend with the commencement of copra season. Prices in Kerala declined to Rs 63 a kg (Rs 65), while rates quoted in Tamil Nadu were Rs 60 against last week’s Rs 63.Simultaneously, copra prices dropped to Rs 4,500 a quintal in Kerala (Rs 4,700) and Rs 4,350 in Tamil Nadu (Rs 4,600).Prakash B.Rao, Vice-President, COMA, said that the market is witnessing a selling trend and this coupled with lack of industrial demand is affecting the market badly.Prices are expected to drop in the coming weeks due to heavy arrivals of copra, especially from Kannur, Kasargod and Malappuram districts.

Other edible oils such as palm oil and palm kernel oil remained at the same level quoted last week at Rs 52 and Rs 53 a kg respectively, he added.

Alert officials on food adulteration; win prizes

Are you fed up with sub-standard foods, expired products sold at shops? Alert officials concerned and win prizes up to Rs. 5,00,00. With this message the Food Safety and Standards Authority of India’s first major Information, Education, Communication (IEC) campaign has reached Coimbatore.

‘Food Safety Express,’ operated by Consumer Association of India roped in for the campaign will spend 45 days in the city. The association project manager Kalyani Rajaraman told The Hindu over phone from Chennai that the Food Safety Express, was launched at the State capital on January 17.

It would cover 620 locations in the five districts of Chennai, Vellore, Coimbatore, Madurai, and Tiruchi. The campaign would conclude on May 20. She said that according to a research food and waterborne diseases constituted up to 70 per cent of all diseases in the country. Besides causing large numbers of mortality and morbidity, many households went deep into debt because of preventable diseases.

The Food Safety Express visited CMC Colony at Ukkadam, Karumbukadai, Townhall, and R.S.Puram, on Thursday.The staff at the express said that they were conducting demonstrations for consumers to easily find out if products had been adulterated.The general public could bring instances of violations such as mislabelling to the notice of the authority. The national toll-free number is 1800 112 100. Prizes were distributed for people who participated in various programmes organised by the express staff.

Short films on food safety were shown on a television mounted on the vehicle. Pamphlets and handbills containing messages about the food safety in regional language was distributed.

Equitas Development Initiative Trust, which works with women SHGs, was assisting the authority in the safety campaign. Many stakeholders have come together to spread the message of safe food.

They include the authority, Civil Supplies and Consumers Association of Tamil Nadu, Food Safety Commission – Tamil Nadu, Citizen Consumer Clubs in schools and colleges and voluntary consumer organisations besides food business operators.

പെരിന്തല്‍മണ്ണയില്‍ പിടികൂടിയത് ഗുണനിലവാരമില്ലാത്ത തൈര്

ഫുഡ് സേഫ്റ്റി എന്‍ഫോഴ്‌സ്‌മെന്റ് മൊബൈല്‍ വിജിലന്‍സ് സ്‌ക്വാഡ് അധികൃതര്‍ പിടികൂടിയ തമിഴ്‌നാട്ടില്‍നിന്നെത്തിയ തൈരിന് ഗുണനിലവാരമില്ലാത്തതെന്ന് പരിശോധനയില്‍ കണ്ടെത്തി. കഴിഞ്ഞ മാസം 28ന് പെരിന്തല്‍മണ്ണ മാര്‍ക്കറ്റില്‍വച്ചാണ് കോയമ്പത്തൂരില്‍നിന്നെത്തിയ തൈരുലോറി തടഞ്ഞത്. ബാരലുകളില്‍ നിറച്ച ഒരുലോഡ് നിറയെ തൈര് മലപ്പുറം ഭാഗങ്ങളില്‍ വിറ്റഴിക്കാനുള്ളതായിരുന്നു. സംസ്ഥാന ഫുഡ് സേഫ്റ്റി കമ്മീഷണറുടെ നിര്‍ദേശപ്രകാരം കോഴിക്കോട് റീജനല്‍ ചീഫ് ഫുഡ് ഇന്‍സ്‌പെക്ടര്‍ പി. രാധാകൃഷ്ണന്റെ നേതൃത്വത്തിലായിരുന്നു പരിശോധന.
തൈരിന്റെ സാംപിളുകള്‍ കോഴിക്കോട് റീജനല്‍ അനലറ്റിക്കല്‍ ലാബില്‍ പരിശോധന നടത്തിയപ്പോഴാണ് തട്ടിപ്പ് കണ്ടെത്തിയത്. യഥാര്‍ഥ പാലുകൊണ്ടുള്ള തൈരില്‍ അഞ്ച് ശതമാനം കൊഴുപ്പു വേണ്ടിടത്ത് ഇതില്‍ 0.03 ശതമാനം കൊഴുപ്പാണ് കണ്ടെത്തിയത്. ഒന്‍പത് ശതമാനം കൊഴുപ്പിതര വസ്തുക്കള്‍ വേണ്ടിടത്ത് ഇതില്‍ ആറ് ശതമാനമേയുള്ളൂ. അതേസമയം എരുമപ്പാലില്‍നിന്നുണ്ടാക്കുന്ന തൈരെന്നാണ് രേഖയില്‍ വ്യക്തമാക്കിയിരുന്നത്.
തൈരിന്റെ ഉടമസ്ഥരായ കോയമ്പത്തൂര്‍ ശ്രീ മുരുക ഡെയറി ഉടമ പളനിസാമിക്ക് അടുത്ത ദിവസം നോട്ടീസ് അയക്കുമെന്ന് ജില്ലാ ഭക്ഷ്യ സുരക്ഷാ വകുപ്പ് അധികൃതര്‍ പറഞ്ഞു. 14 ദിവസത്തിനകം പരിശോധനാ ഫലം ലഭ്യമാക്കണമെന്നാണ് നിയമമെങ്കിലും ലാബില്‍നിന്നയച്ച പരിശോധനാഫലം മേല്‍വിലാസത്തിലെ പിഴവുമൂലം ജില്ലാ അധികൃതര്‍ക്ക് വൈകിയാണ് ലഭിച്ചത്.

മലിനമായ ശീതളപാനീയം കുടിച്ച് നാലര വയസ്സുകാരന്‍ ആസ്‌പത്രിയില്‍

തിരുവനന്തപുരം: കടയില്‍ നിന്ന് വാങ്ങിക്കഴിച്ച 'ഫ്രൂട്ടി' ജ്യൂസില്‍ മാലിന്യം. അഞ്ചുവയസ്സുകാരന്‍ ആസ്​പത്രിയില്‍. പൂന്തൂറ ഫിഡസ് സെന്ററിന് സമീപം താമസിക്കുന്ന ക്രിസ്റ്റി-ഫ്‌ളോറന്‍സ് ദമ്പതിമാരുടെ മകനായ നാലര വയസ്സുകാരന്‍ കൃഷാദ് ആണ് ഇതുകുടിച്ച് അവശനിലയിലായതിനെ തുടര്‍ന്ന് എസ്.എ.ടി. ആസ്​പത്രിയിലായത്.

ശനിയാഴ്ച രാത്രിയാണ് സംഭവം. പൂന്തുറ നടുത്തറയിലെ ഒരു കടയില്‍ നിന്നുമാണ് വീട്ടുകാര്‍ കുട്ടിക്ക് ശീതളപാനീയം വാങ്ങി നല്‍കിയത്. ഇത് കുടിക്കവെ സ്ട്രായിലൂടെ മലിനമായ ഒരു കറുത്ത വസ്തു പുറത്തുവന്നത് കുട്ടി കണ്ട് അസ്വസ്ഥനായി. ഇതേ തുടര്‍ന്ന് വീട്ടുകാര്‍ ഫ്രൂട്ടി പരിശോധിച്ചു. കുട്ടി ഛര്‍ദ്ദിച്ചതിനെ തുടര്‍ന്ന് ഉടന്‍തന്നെ ആസ്​പത്രിയിലെത്തിച്ചു. മലിനമായ ജ്യൂസാണിതെന്ന് ആസ്​പത്രി അധികൃതര്‍ പറഞ്ഞു. കുട്ടിയുടെ വയറ്റില്‍ നിന്നുമെടുത്ത മലിനമായ ഫ്രൂട്ടി സാമ്പിള്‍ പരാതി നല്‍കാനായി ആസ്​പത്രി അധികൃതര്‍ വീട്ടുകാര്‍ക്ക് നല്‍കിയിട്ടുണ്ട്.

നിര്‍മിച്ചിട്ട് രണ്ടുമാസമായ ഫ്രൂട്ടിയാണിത്. അഞ്ചുമാസം വരെ കാലാവധിയാണ് കവറിന് പുറത്ത് പ്രിന്റുചെയ്തിരിക്കുന്നത്. ഇതേക്കുറിച്ച് പരാതിപ്പെടാന്‍ ഫുഡ് സേഫ്റ്റി അധികൃതരെ വിളിച്ചിട്ട് മറുപടിയില്ലായിരുന്നുവെന്നും ഇവര്‍ പറഞ്ഞു.

ഭക്ഷ്യസുരക്ഷ: ആരോഗ്യമന്ത്രി വ്യാപാരികളുമായി ചര്‍ച്ച നടത്തി

വ്യാപാരി വ്യവസായി ഏകോപനസമിതിയുമായി ആരോഗ്യമന്ത്രി വി.എസ്. ശിവകുമാര്‍ ചര്‍ച്ച നടത്തി. ഭക്ഷ്യസുരക്ഷാ ഗുണനിലവാര നിയമം സംസ്ഥാനത്ത് ഫലപ്രദമായി നടപ്പാക്കി വരുന്ന സാഹചര്യത്തില്‍ മുഴുവന്‍ വ്യാപാരികളുടെയും സഹകരണം ഉറപ്പാക്കുന്നതിന്‍റെ ഭാഗമായിട്ടായിരുന്നു ചര്‍ച്ച. സംസ്ഥാന സര്‍ക്കാരിന്‍റെ ആവശ്യം പരിഗണിച്ചു വ്യാപാരികള്‍ക്ക് ലൈസന്‍സും രജിസ്ട്രേഷന്‍ സര്‍ട്ടിഫിക്കെറ്റും ലഭ്യമാക്കാനുള്ള സമയപരിധി കേന്ദ്രസര്‍ക്കാര്‍ 2014 ഫെബ്രുവരി അഞ്ചുവരെ ദീര്‍ഘിപ്പിച്ചിരിക്കുകയാണ്. എങ്കിലും എത്രയും വേഗം ലൈസന്‍സും രജിസ്ട്രേഷനും എടുക്കാന്‍ വ്യാപാരികള്‍ മുന്നോട്ടു വരണമെന്നു മന്ത്രി നിര്‍ദേശിച്ചു. ഇതുമായി ബന്ധപ്പെട്ടു വ്യാപാരികള്‍ക്കുണ്ടാകുന്ന പ്രയാസങ്ങള്‍ കഴിവതും ഒഴിവാക്കാന്‍ ഉദ്യോഗസ്ഥര്‍ക്കു നിര്‍ദേശം നല്‍കിയിട്ടുണ്ടെന്നും അദ്ദേഹം. ഭക്ഷ്യ സാംപിളുകള്‍ പരിശോധിക്കാന്‍ ഭക്ഷ്യസുരക്ഷാ വകുപ്പിനു കീഴില്‍ തിരുവനന്തപുരത്തും കോഴിക്കോടും കൊച്ചിയിലുമുള്ള ഫുഡ് ടെസ്റ്റിങ് ലാബുകള്‍ക്കു പുറമെ അഞ്ചു ലാബുകളെക്കൂടി എംപാനല്‍ ചെയ്യും. കൊച്ചിയിലെ സ്പൈസസ് ബോര്‍ഡിന്‍റെ ക്വാളിറ്റി ഇവാല്വേഷന്‍ ലാബ്, സെന്‍ട്രല്‍ ഇന്‍സ്റ്റിറ്റ്യൂട്ട് ഒഫ് ഫിഷറീസ് ടെക്നോളജി ലാബ്, വെള്ളായണി കാര്‍ഷിക സര്‍വകലാശാലയുടെ പെസ്റ്റിസൈഡ് കണ്‍ട്രോള്‍ ലാബ്, കോന്നി ഡിഎഫ്ആര്‍ഡിയുടെ മൈക്രോ ബയോളജി ലാബ്, കൊല്ലത്തെ കാഷ്യു എക്സ്പോര്‍ട്ട് പ്രൊമോഷന്‍ കൗണ്‍സിലിന്‍റെ ലാബ് എന്നിവ യാണ് എംപാനല്‍ ചെയ്യുക. നിയമം ദുരുപയോഗം ചെയ്യുന്നവര്‍ക്കെതിരേയും വ്യാപാരികള്‍ക്കു നേരേ വ്യാജ പരാതികള്‍ നല്‍കുന്നവര്‍ക്കെതിരേയും കര്‍ശന നടപടി സ്വീകരിക്കും. നിയമം വിജയകരമായി നടപ്പാക്കുന്നതില്‍ എല്ലാ വ്യാപാരികളുടെയും സഹകരണം മന്ത്രി ആവശ്യപ്പെട്ടു. യോഗത്തില്‍ കേരള വ്യാപാരി വ്യവസായി ഏകോപനസമിതി സംസ്ഥാന പ്രസിഡന്‍റ് ടി. നസിറുദ്ദീന്‍, ജനറല്‍ സെക്രട്ടറി ഡോ. എം. ജയപ്രകാശ്, വൈസ് പ്രസിഡന്‍റ് മാരിയില്‍ കൃഷ്ണന്‍ നായര്‍, സെക്രട്ടറി കുഞ്ഞാവു ഹാജി, കെ.കെ. വാസുദേവന്‍, കെ. സേതുമാധവന്‍, വൈ. വിജയന്‍, സീജോ ചിറക്കേക്കാരന്‍, ജില്ലാ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍ ഡി. ശിവകുമാര്‍ എന്നിവര്‍ പങ്കെടുത്തു.

പച്ചമീന്‍ കഴിച്ചവര്‍ക്ക്‌ അസ്വസ്‌ഥത

കട്ടപ്പന: പാമ്പാടുംപാറയിലും പരിസര പ്രദേശങ്ങളിലും പച്ചമീന്‍ ഉപയോഗിച്ച ആളുകളില്‍ ശാരീരിക അസ്വസ്‌ഥതകളുണ്ടാവുന്നതായി പരാതി. കേടാവാതിരിക്കാന്‍ ചേര്‍ക്കുന്ന രാസവസ്‌തുക്കളുടെ പാര്‍ശ്വഫലങ്ങളാണ്‌ കാരണമെന്ന്‌ ആരോപണമുണ്ട്‌. മല്‍സ്യം കേടാവാതിരിക്കാന്‍ മാരകമായ പല രാസവസ്‌തുക്കളും കലര്‍ത്തുന്നതായി മുമ്പ്‌ ആക്ഷേപം ഉയര്‍ന്നിരുന്നു. ശരീരഭാഗങ്ങള്‍ ചുവന്നു തടിക്കുകയും അലര്‍ജി അനുഭവപ്പെടുകയും ചെയ്യുന്നു.
പരാതിയെ തുടര്‍ന്ന്‌ ആരോഗ്യ വകുപ്പ്‌ പ്രവര്‍ത്തകര്‍ മല്‍സ്യ വിപണന കേന്ദ്രത്തില്‍ പരിശോധന നടത്തി. പ്രശ്‌നം ഡി.എം.ഒ, ഫുഡ്‌ സേഫ്‌റ്റി അധികൃതര്‍ എന്നിവരുടെ ശ്രദ്ധയില്‍പെടുത്തിയതായി പാമ്പാടുംപാറ പ്രാഥമികാരോഗ്യ കേന്ദ്രത്തിലെ പ്രവര്‍ത്തകര്‍ അറിയിച്ചു.

FSSAI extends deadline for licensing, registration to February 4, 2014

After getting the notification from the health ministry, the Food Safety and Standards Authority of India (FSSAI) has further extended the licensing and registration deadline for food business operators (FBOs) to February 4, 2014. This is the third time the country's apex food regulator has granted an extension to FBOs. Even after a one-and-a-half-year time frame, which included a six-month extension, FSSAI was able to register 11 lakh out of the country's 5 crore FBOs and gave licence to only 3 lakh FBOs so far against the target of 50 lakh. Even though FSSAI was not in a mood to extend the deadline, the pressure from the health ministry compelled it to extend the deadline for registration and licensing for one more year. The first deadline to obtain licensing and registration was extended from August 4, 2012, to February 4, 2013, under the Food Safety and Standards Authority of India (FSSAI) and now the deadline has been extended to February 4, 2014.As per the new rules, anybody who was engaged in selling anything edible – roadside tea stalls, dhabas, fruit and vegetable hawkers, grocery shops, milk vendors, canteens, caterers, restaurants, hotels and food processors failing to get licence or register by February 4, 2013, were to be penalised by the food regulator.
A Madhavan, assistant director, enforcement-I, FSSAI, informed FnB News, “The deadline for registration and licensing for all the FBOs in the country has been extended by one year. I am sure that this year we will be able to complete our targets. The health ministry will help us in getting more manpower in order to complete the job on time.”

ഭക്ഷ്യസുരക്ഷാനിയമം നടപ്പാക്കൽ: കാലാവധി വീണ്ടും നീട്ടിയേക്കും

തിരുവനന്തപുരം: ഭക്ഷ്യസുരക്ഷാ നിയമപ്രകാരം വ്യാപാരികള്‍ക്ക് രജിസ്റ്റര്‍ ചെയ്യാനും ലൈസന്‍സ് എടുക്കാനുമുള്ള കാലാവധി കേന്ദ്ര സര്‍ക്കാര്‍ ആറ് മാസംകൂടി നീട്ടിയേക്കും. നിയമം നടപ്പാക്കാന്‍ െ്രെടബ്യൂണലോ വേണ്ടത്ര ഫുഡ് സേഫ്റ്റി ഓഫീസര്‍മാരോ ഇല്ലാത്തതാണ് കാരണം. വീണ്ടും നീട്ടണമെന്ന് സംസ്ഥാന സര്‍ക്കാരും ആവശ്യപ്പെട്ടിട്ടുണ്ട്. താലൂക്ക് തലം വരെ മേളകള്‍ സംഘടിപ്പിച്ചിട്ടും വ്യാപാരികളില്‍ പകുതിയോളമേ രജിസ്റ്റര്‍ ചെയ്തിട്ടുള്ളൂ. കാലാവധി നീട്ടാന്‍ ഇതും ഒരു കാരണമാണ്. കഴിഞ്ഞ ആഗസ്റ്റ് 5ന് കാലാവധി ആറുമാസം നീട്ടിയിരുന്നു.
പരിശോധനയ്ക്ക് മൊബൈല്‍ ലാബുകളും തിരുവനന്തപുരം അടക്കം നാലിടങ്ങളില്‍ ദേശീയ അക്രഡിറ്റേഷനുള്ള നാല് ലാബുകളും വേണം. അഡ്ജൂഡിക്കേറ്റിംഗ് ഓഫീസര്‍മാരായി 19 ആര്‍.ഡി.ഒമാരെ ചുമതലപ്പെടുത്തിയെങ്കിലും മറ്റൊന്നുമായിട്ടില്ല. 57 ജില്ലാ ഫുഡ് സേഫ്റ്റി ഓഫീസര്‍മാരുടെ തസ്തിക സൃഷ്ടിക്കുക മാത്രമേ ചെയ്തിട്ടുള്ളൂ. ഓഫീസര്‍മാരുടെ കുറവുമൂലം ശരിയായ പരിശോധന നടക്കുന്നില്ല. പരിശോധന സംബന്ധിച്ച ജില്ലാ അഡ്ജൂഡിക്കേറ്റിംഗ് ഓഫീസറുടെ വിധിക്കെതിരെ അപ്പീല്‍ നല്‍കേണ്ടത് െ്രെടബ്യൂണലിലാണ്. എന്നാല്‍ െ്രെടബ്യൂണല്‍ നിലവിലില്ല. െ്രെടബ്യൂണലിന് കെട്ടിടം കണ്ടെത്താനോ ജീവനക്കാരെ നിശ്ചയിക്കാനോ ന്യായാധിപനെ കണ്ടെത്താനോ കഴിഞ്ഞിട്ടില്ല. കേരളത്തില്‍ ഏതാണ്ട് ഒന്നര ലക്ഷം പേര്‍ ലൈസന്‍സോ രജിസ്‌ട്രേഷനോ എടുത്തിട്ടുണ്ട്. മറ്റ് സംസ്ഥാനങ്ങളില്‍ ഇതിന്റെ തോത് വളരെ കുറവാണ്. മാത്രമല്ല, ഭക്ഷ്യസുരക്ഷാ നിയമത്തിലെ ചില വകുപ്പുകള്‍ക്കെതിരെ വിവിധ ഹൈക്കോടതികളില്‍ ഇരുപതിലേറെ ഹര്‍ജികള്‍ തീര്‍പ്പാകാതെ കിടക്കുന്നുമുണ്ട്. വ്യാപാരികളും ഉത്പാദകരുമാണ് പരാതിക്കാര്‍. സംസ്ഥാനത്ത് ഭക്ഷ്യസുരക്ഷാ കമ്മിഷണറേറ്റാണ് ഭക്ഷ്യസുരക്ഷാ നിയമം നടപ്പാക്കേണ്ടത്. ഹോട്ടലുകള്‍, റെസ്‌റ്റോറന്റുകള്‍, ബേക്കറികള്‍, ചെറുകിടവന്‍കിട ഭക്ഷ്യനിര്‍മ്മാതാക്കള്‍, വിതരണക്കാര്‍, തട്ടുകടക്കാര്‍, വഴിവാണിഭക്കാര്‍ എന്നിവര്‍ക്കെല്ലാം ലൈസന്‍സോ രജിസ്‌ട്രേഷനോ നിര്‍ബന്ധമാണ്. 12 ലക്ഷത്തിന് മുകളില്‍ വാര്‍ഷിക വിറ്റുവരവുള്ള വ്യാപാരികളാണ് ലൈസന്‍സ് എടുക്കേണ്ടത്. അതില്‍ താഴെ വിറ്റുവരവുള്ളവര്‍ രജിസ്റ്റര്‍ ചെയ്യണം. രജിസ്‌ട്രേഷന് 100 രൂപയും ലൈസന്‍സിന് 2000 രൂപ മുതല്‍ 5000 രൂപ വരെയുമാണ് ഫീസ്. ലൈസന്‍സോ രജിസ്‌ട്രേഷനോ ഇല്ലാതെ ഭക്ഷ്യബിസിനസ് നടത്തിയാല്‍ കര്‍ശന നടപടിയാണ് നേരിടേണ്ടിവരുക. അനധികൃത ഭക്ഷ്യവ്യാപാരം നടത്തുന്നവര്‍ക്ക് 5 ലക്ഷം രൂപവരെ പിഴയും ആറുമാസംവരെ തടവും ലഭിക്കാം.

Chennai: Holding that small traders would not benefit from the Food Safety Act enacted by the Centre, UPA constituent DMK on Monday said it cannot be "welcomed whole heartedly" and sought reconsideration of certain aspects. Party chief M Karunanidhi said implementation of Food Safety and Standards Act will face "interference" from officials. "While the intentions of the Act are true, many provisions are not practical and are against small traders. It is compulsory for many, including food products manufacturers, even street-vendors to register and obtain licence," he said in a party statement. The provisions included fine amounts leading to "lakhs of Rupees" and jail terms if rodents or cockroaches are found in the shops. "This is a dangerous provision. Licence should be obtained for the vehicle transporting goods and this is not practical. Further, with Food Safety officials (allowed) to carry out checks anywhere, traders could face many difficulties," he said. Packing of food had been made mandatory but products are also given in retail and the specification would not only affect sellers, but also buyers who have to shell out additional amounts for packaged goods, he said.
Besides, he said citing the provisions, details should be printed in Hindi or English on the wrapper of the packing and this again was not practical. "Implementation of the Act will also face interference and difficulties. The Central government's Food Safety and Standards Act cannot be welcomed wholeheartedly and therefore small traders have started opposing it. The Centre should take note of this, reconsider the provisions and help the small traders," he said.

തിരുവനന്തപുരം:സംസ്ഥാനത്തെ വ്യാപാരികള്‍ക്ക് ഭക്ഷ്യസുരക്ഷാ ഗുണനിലവാര നിയമപ്രകാരം ലൈസന്‍സോ രജിസ്‌ട്രേഷന്‍ സര്‍ട്ടിഫിക്കറ്റോ എടുക്കുന്നതിനുള്ള കാലാവധി ആറു മാസത്തേക്കുകൂടി നീട്ടണമെന്ന് സംസ്ഥാന സര്‍ക്കാര്‍ ആവശ്യപ്പെട്ടു. സംസ്ഥാനത്തെ ഒന്നരലക്ഷത്തോളം വ്യാപാരികള്‍ക്ക് ഇനിയും ലൈസന്‍സോ രജിസ്‌ട്രേഷനോ ലഭിച്ചിട്ടില്ല.ഈ സാഹചര്യത്തിലാണ് സംസ്ഥാനം വീണ്ടും കൂടുതല്‍ സമയം ആവശ്യപ്പെട്ടതെന്ന് മന്ത്രി വി.എസ്.ശിവകുമാര്‍ അറിയിച്ചു.

Food licensing and registration date to be extended; Singh transferred

The Food Safety and Standards Authority of India (FSSAI) is at it again - all set to accord another extension to the February 4, 2013, deadline for Food Business Operators (FBOs), marriage halls and others for obtaining licence or securing registration under the Food Safety & Standards (Licensing & Registration of Food Businesses) Regulations, 2011.

FnB News has reliably learnt from sources in the apex food safety body that while officials concerned are in no mood to grant further extension, the same is being granted, owing to pressure from the health ministry. Meanwhile the Confederation of Indian Food Trade Industry, a body of food traders, hinted at six-month extension, a regulatory expert, on condition of anonymity, said the process would be prolonged by three months, and an office-bearer of a bakers association from the south admitted that they received a one-line assurance on extension from the body.

In two other related developments, S S Ghonkrokota, director (enforcement) has been succeeded by Col. C R Dalal, who was earlier director (administration) of FSSAI; and Dr Dhir Singh, joint director, with additional charge of director (QA) has been transferred to Mumbai as lab director.

തിരുവനന്തപുരം: ഒടുവില്‍ സര്‍ക്കാര്‍ അനങ്ങി; ഉദ്യോഗസ്ഥക്ഷാമം അലട്ടിയിരുന്ന ഭക്ഷ്യസുരക്ഷാ വിഭാഗത്തില്‍ ആവശ്യത്തിന് ഉദ്യോഗസ്ഥരെ നിയമിക്കാന്‍ മന്ത്രിസഭാ യോഗം തീരുമാനിച്ചു! തലസ്ഥാനത്ത് മാസങ്ങള്‍ക്കു മുന്പ് ഷവര്‍മയില്‍ നിന്ന് ഭക്ഷ്യവിഷബാധയേറ്റ് ഒരാള്‍ മരിച്ചതിനെ തുടര്‍ന്ന് സംസ്ഥാനത്തെ ഹോട്ടലുകളില്‍ പരിശോധന ശക്തമാക്കിയപ്പോഴാണ് ഭക്ഷ്യസുരക്ഷാ വിഭാഗത്തിന്റെ പരാധീനതകള്‍ വെളിവായത്. കാര്യക്ഷമമായ പരിശോധനയ്ക്ക് ആവശ്യത്തിന് ഭക്ഷ്യസുരക്ഷാ ഓഫീസര്‍മാര്‍ ഇല്ലെന്ന കാര്യം 'ഫ്‌ളാഷ്' റിപ്പോര്‍ട്ട് ചെയ്തിരുന്നു. ഭക്ഷ്യസുരക്ഷാ ഒഫീസര്‍മാരുടെ പുതിയ തസ്തികകള്‍ സൃഷ്ടിക്കുമെന്ന് മുന്പ് മുഖ്യമന്ത്രിയുടെ അദ്ധ്യക്ഷതയില്‍ ചേര്‍ന്ന യോഗത്തിലെ തീരുമാനം നീണ്ടുപോകുന്നതും ഫ്‌ളാഷ് ചൂണ്ടിക്കാട്ടിയിരുന്നു. ഇക്കാര്യങ്ങളിലാണ് കഴിഞ്ഞദിവസം പരിഹാരമായത്. വകുപ്പിന്റെ പ്രവര്‍ത്തനം ശക്തിപ്പെടുത്തുന്നതിന്റെ ഭാഗമായി ഭക്ഷ്യസുരക്ഷാ ഓഫീസര്‍മാരുടെ 57 തസ്തികകള്‍ സൃഷ്ടിക്കാനാണ് കഴിഞ്ഞദിവസത്തെ മന്ത്രിസഭായോഗം തീരുമാനിച്ചത്. മുന്‍സിപ്പല്‍ സര്‍വ്വീസിലുള്ള 32 ഫുഡ് ഇന്‍സ്‌പെക്ടര്‍മാരുടെ തസ്തികകള്‍ ഭക്ഷ്യസുരക്ഷാ വകുപ്പിലേക്ക് മാറ്റാനും തീരുമാനിച്ചു. ജോയിന്റ് കമ്മിഷണറുടെ ഒരു തസ്തിക കൂടി സൃഷ്ടിക്കും. നിലവിലുള്ള ജോയിന്റ് കമ്മിഷണര്‍ തസ്തിക സ്ഥിരപ്പെടുത്തും. ഇതോടെ തല്‍ക്കാലം പ്രശ്‌നങ്ങള്‍ പരിഹരിക്കപ്പെടും.

ജീവനക്കാരെ കൂടി ആവശ്യപ്പെടും

എന്നാല്‍, ഈ ഓഫീസര്‍മാര്‍ക്ക് സഹായികളായി കൂടുതല്‍ ജീവനക്കാരെ ആവശ്യമായി വരും. മന്ത്രിസഭ തീരുമാനിച്ചപ്രകാരം സൃഷ്ടിക്കപ്പെടുന്ന പുതിയ തസ്തികകളില്‍ ഉദ്യോഗസ്ഥര്‍ എത്തിയതിനുശേഷം വകുപ്പ് ഈ ആവശ്യമുന്നയിച്ചേക്കും. ഒരു ഭക്ഷ്യസുരക്ഷാ ഓഫീസര്‍ക്ക് കീഴില്‍ രണ്ട് ഓഫീസ് സ്റ്റാഫും ഒരു പ്യൂണും ആവശ്യമുണ്ട്. ഇതാകും സര്‍ക്കാരിനോട് ആവശ്യപ്പെടുക. അതിനൊപ്പം ഭക്ഷ്യസുരക്ഷാ വിഭാഗത്തിന്റെ ഓഫീസുകളിലെ അടിസ്ഥാനസൗകര്യം മെച്ചപ്പെടുത്തുന്നതിനുള്ള നടപടിയും തുടങ്ങും. അതേസമയം, വകുപ്പിന് കൂടുതല്‍ വാഹനസൗകര്യം ഏര്‍പ്പെടുത്തുന്ന കാര്യത്തില്‍ ഇതുവരെ തീരുമാനമായില്ല. പലയിടത്തും വാടകയ്ക്ക് വാഹനങ്ങള്‍ വിളിച്ചാണ് ഉദ്യോഗസ്ഥര്‍ പരിശോധനയ്ക്ക് പോകുന്നത്.
