Safety Officer: 57 new posts to be created   The Cabinet has decided to create 57 new posts of Food Safety officers in the state, said CM while briefing he cabinet decisions here today. There will be two joint commissioners posts.  It has also been decided to transfer the food inspectors presently working with Municipal Common Service to Food Safety Department.
Other decisions
6.22 R land will be provided for Pallithottam police station at Kollam west village.
15 new posts at 3 taluks Punalur, Kattapana and Thamarassery are sanctioned for the lottery department.
38 posts have been created in Tirur district Hospital.
Rs 60 lakhs have been sanctioned for the renovation and other needs of Gandhi Smaraka Nidhi.
43 posts have been created in the new police station at Pookottupadam.
Jaffar, the brother of Basheer, will be given job in Fire and Rescue department as office assistant. Basheer was an employee of fire and rescue service. He had died in a rescue operation at Vadakara on May 11, 2002.

പെരിന്തല്‍മണ്ണ: തമിഴ്‌നാട്ടില്‍ നിന്ന് കേരളത്തിലേക്കെത്തുന്ന തൈരില്‍ കൃത്രിമം നടക്കുന്നതായ സംശയത്തെ തുടര്‍ന്ന് വിജിലന്‍സ് സംഘം പെരിന്തല്‍മണ്ണയില്‍ പരിശോധന നടത്തി. പെരിന്തല്‍മണ്ണ മാര്‍ക്കറ്റിലേക്ക് ലോറിയില്‍ വിതരണത്തിനെത്തിച്ച തൈരില്‍ നിന്ന് സംഘം സാമ്പിളുകള്‍ ശേഖരിച്ചു. സംസ്ഥാന ഭക്ഷ്യസുരക്ഷാ കമ്മീഷണറുടെ നിര്‍ദ്ദേശത്തെ തുടര്‍ന്ന് കോഴിക്കോട് വിജിലന്‍സ് ഭക്ഷ്യസുരക്ഷാ മൊബൈല്‍ എന്‍ഫോഴ്‌സ്‌മെന്റ് വിഭാഗമാണ് പരിശോധന നടത്തിയത്. ചീഫ് ഫുഡ് സേഫ്റ്റി ഓഫീസര്‍ പി. രാധാകൃഷ്ണന്‍, ഫുഡ് സേഫ്റ്റി ഓഫീസര്‍ പി.ബി. ദിലീപ്, അസിസ്റ്റന്റുമാരായ സബീഷ്, പ്രദീപ് എന്നിവരാണ് സംഘത്തിലുണ്ടായിരുന്നത്. ശേഖരിച്ച സാമ്പിള്‍ കോഴിക്കോട് റീജ്യണല്‍ അനലറ്റിക്കല്‍ ലാബിലേക്ക് പരിശോധനയ്ക്ക് അയയ്ക്കും. ലാബില്‍ നിന്നുള്ള ഫലംവന്നാലേ കൃത്രിമം നടന്നിട്ടുണ്ടോയെന്ന് അറിയാനാവൂ എന്ന് അധികൃതര്‍ പറഞ്ഞു. പതിനഞ്ച് ദിവസത്തിനകം പരിശോധനാഫലം വ അതേസമയം പരിശോധനാഫലം വരുന്നതുവരെ ലോറി പിടിച്ചിടാനോ തൈരിന്റെ വില്‍പന തടയുന്നതിനോ സാധിക്കുകയില്ലെന്നാണ് സൂചന. തിങ്കളാഴ്ച ഉച്ചയ്ക്ക് 12 ഓടെ പെരിന്തല്‍മണ്ണ ഡെയ്‌ലി മാര്‍ക്കറ്റിലെത്തിയ ലോറിയിലെ തൈരാണ് പരിശോധനയ്‌ക്കെടുത്തത്. കോയമ്പത്തൂരില്‍ നിന്ന് പ്ലാസ്റ്റിക് കാനുകളിലാക്കി വിതരണത്തിനെത്തിച്ചതായിരുന്നു. കാനുകളില്‍ തൈര് ഉത്പാദിപ്പിച്ച തീയതിയോ എവിടെനിന്നുള്ളതെന്നോ തുടങ്ങിയ വിവരങ്ങള്‍  ഉണ്ടായിരുന്നില്ല. ലേബലുകളും കാനില്‍ പതിച്ചിട്ടില്ല. ഡെലിവറി നോട്ട് മാത്രമാണ് ലോറിക്കാരുടെ കൈവശമുണ്ടായിരുന്നത്. പെരിന്തല്‍മണ്ണയില്‍ ഇറക്കിയതിനുശേഷം ബാക്കിയുള്ള തൈര് മലപ്പുറത്ത് വിതരണം ചെയ്യാന്‍ കൂടിയായിരുന്നു. രണ്ടാഴ്ചയിലൊരിക്കലാണ് തമിഴ്‌നാട്ടില്‍ നിന്ന് ലോഡ് എത്തുന്നതെന്നും പറയപ്പെടുന്നു.

കൊച്ചി: ജില്ലയിലെ വിവിധയിടങ്ങളില്‍ നിന്നും കടയടച്ചെത്തിയത് മൂവായിരത്തോളം ഭക്ഷ്യവസ്തുവ്യാപാരികള്‍. വിവിധ സര്‍ക്കിളുകളില്‍ നിന്നുമെത്തിയ ഇവര്‍ക്ക് ഭക്ഷ്യസുരക്ഷാ ലൈസന്‍സും രജിസ്‌ട്രേഷനും നല്‍കാന്‍ തയ്യാറാക്കിയിരുന്നത് ഏഴു കൗണ്ടറുകള്‍. ഭക്ഷ്യ സുരക്ഷാ ഓഫീസര്‍മാര്‍ കുറവുള്ള ജില്ലാ ഫുഡ് സേഫ്റ്റി ഓഫീസില്‍ നിന്നുമെത്തിയത് വിരലിലെണ്ണാവുന്ന ഉദ്യോഗസ്ഥര്‍. സംസ്ഥാനത്ത് ആദ്യമായി എറണാകുളത്ത് നടന്ന ഭക്ഷ്യസുരക്ഷാ ലൈസന്‍സ്-രജിസ്‌ട്രേഷന്‍ മേളയുടെ നടത്തിപ്പ് അശാസ്ത്രീയമാണെന്ന് വ്യാപാരികള്‍ കുറ്റപ്പെടുത്തി.
അങ്കമാലി, കൊച്ചി, ഇടപ്പള്ളി, മൂവാറ്റുപുഴ, പെരുമ്പാവൂര്‍ തുടങ്ങിയ സര്‍ക്കിളുകളില്‍ നിന്നുമുള്ള ഭക്ഷ്യവസ്തു വ്യാപാരികള്‍ മേളയ്‌ക്കെത്തിയിരുന്നു. തദ്ദേശ സ്വയംഭരണ സ്ഥാപനത്തില്‍ നിന്നുള്ള ലൈസന്‍സിന്റെ കോപ്പിയും ഫോട്ടോപതിച്ച തിരിച്ചറിയല്‍ രേഖയും 2000-5000 രൂപയുടെ ചെലാന്‍ എന്നിവയുമായി വ്യാപാരികള്‍ എത്തണമെന്ന് അറിയിച്ചിരുന്നു. രജിസ്‌ട്രേഷന്‍ വേണ്ടവര്‍ ഫോട്ടോ പതിച്ച തിരിച്ചറിയല്‍ രേഖയും രണ്ടു ഫോട്ടോയും നൂറു രൂപയുടെ ചെലാനും സഹിതം അപേക്ഷിക്കണമെന്നും പറഞ്ഞിരുന്നു. അഞ്ചു വര്‍ഷത്തെ ഫീസ് ഒരുമിച്ചടച്ച് രജിസ്‌ട്രേഷനും ലൈസന്‍സും നേടാനും സൗകര്യമൊരുക്കിയിരുന്നു. നേരത്തെ അപേക്ഷിച്ചിരുന്ന 2800 ഓളം കച്ചവടക്കാരും പുതുതായി അപേക്ഷിക്കാനുള്ളവരും മേളയ്‌ക്കെത്തിയിരുന്നു. എന്നാല്‍ ആവശ്യത്തിന് കൗണ്ടറുകള്‍ ഇല്ലാത്തതും ഉദ്യോഗസ്ഥരുടെ അഭാവവും മൂലം ഏറെ പേര്‍ നിരാശയോടെ മടങ്ങേണ്ടതായി വന്നുവെന്ന് സംസ്ഥാന വ്യാപാരി-വ്യവസായി സമിതി ജോയിന്റ് സെക്രട്ടറി സി. എ. ജലീല്‍ ആരോപിച്ചു. പലവ്യാപാരികള്‍ക്കും രജിസ്‌ട്രേഷനും ലൈസന്‍സും കിട്ടാതെ മടങ്ങേണ്ടി വന്നുവെന്നും വ്യാപാരികള്‍ ആരോപിച്ചു. പ്രാദേശിക മേഖലതിരിച്ച് മേള നടത്തണമെന്നും അവര്‍ ആവശ്യപ്പെട്ടു.

തിരുവനന്തപുരം* ഷവര്‍മ കഴിച്ചു തലസ്ഥാന നഗരത്തില്‍ വീണ്ടും ഭക്ഷ്യവിഷബാധ. അഞ്ചാം ക്ലാസ് വിദ്യാര്‍ഥിക്കും അമ്മയ്ക്കും ബന്ധുവിനും ഭക്ഷ്യവിഷബാധ ഉണ്ടായതിനെത്തുടര്‍ന്നു കവടിയാര്‍ സിന്ദൂര്‍ പാലസ് ഹോട്ടല്‍ അടച്ചുപൂട്ടി. ഭക്ഷ്യസുരക്ഷാ ഉദ്യോഗസ്ഥര്‍ നടത്തിയ പരിശോധനയില്‍ ഹോട്ടലിലെ ഫ്രീസറില്‍ സൂക്ഷിച്ചിരുന്ന വേവിച്ച സേമിയയില്‍ ചത്ത ചിലന്തിയെ കണ്ടെത്തി. പഞ്ചസാര ടിന്‍ നിറയെ പാറ്റകളും. തുടര്‍ന്നു ഹോട്ടലിന്റെ ലൈസന്‍സ് താല്‍ക്കാലികമായി റദ്ദാക്കി. ഉടമയ്ക്ക് 50,000 രൂപ പിഴയും ചുമത്തി. വിശാല്‍, അമ്മ ആശ, ബന്ധു ശ്രീജിത് എന്നിവര്‍ വ്യാഴാഴ്ച രാത്രി ഇവിടെ നിന്നു ഷവര്‍മ വാങ്ങി കഴിക്കുന്നതിനിടെ, അതിനുള്ളില്‍ ചത്ത വണ്ടിനെ കണ്ടിരുന്നു. അപ്പോള്‍ തന്നെ ഹോട്ടല്‍ അധികൃതരെ അറിയിച്ചെങ്കിലും അതു മുകളില്‍ നിന്നു വീണതാകുമെന്നാണു പറഞ്ഞതെന്നു ശ്രീജിത് പറഞ്ഞു. അര്‍ധരാത്രിയോടെ തന്നെ വിശാലിനു ഛര്‍ദി തുടങ്ങി. മറ്റുള്ളവര്‍ക്ക് ഇന്നലെ രാവിലെയും. മൂവരും ചികില്‍സയിലാണ്.
ഭക്ഷ്യവിഷബാധ ഡോക്ടര്‍മാര്‍ സ്ഥിരീകരിച്ചു. തുടര്‍ന്നാണു ഹോട്ടലില്‍ ഇന്നലെ രാവിലെ പരിശോധന നടത്തിയത്. ചത്ത ചിലന്തി കാണപ്പെട്ട സേമിയ പായസത്തിലും ഐസ്‌ക്രീമിലും ഉപയോഗിച്ചിരുന്നതായി ഉദ്യോഗസ്ഥര്‍ പറഞ്ഞു. ഭക്ഷണസാധനങ്ങള്‍ വേവിച്ചു വച്ചിരുന്നതു ജീവനക്കാരുടെ മുഷിഞ്ഞ വസ്ത്രങ്ങള്‍ കൂട്ടിയിട്ടിരുന്നതിനു സമീപമായിരുന്നെന്നും ജില്ലാ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍ ഡി. ശിവകുമാര്‍ പറഞ്ഞു. മുന്‍പ്, വഴുതക്കാട്ടുള്ള ഇവരുടെ ഹോട്ടലില്‍ നിന്നു ഹെല്‍ത്ത് സ്‌ക്വാഡ് പഴകിയ ഭക്ഷ്യസാധനങ്ങള്‍ പിടിച്ചെടുത്തിരുന്നു.

കുടിവെള്ള സ്രോതസുകള്‍ക്കും ടാങ്കര്‍ലോറികള്‍ക്കും ഭക്ഷ്യസുരക്ഷാ ലൈസന്‍സ് ഏര്‍പ്പെടുത്തി

തിരുവനന്തപുരം: കുടിവെള്ളം വിതരണം ചെയ്യുന്ന ടാങ്കര്‍ ലോറികള്‍ക്കും അവര്‍ വെള്ളം ശേഖരിക്കുന്ന കുടിവെള്ള സ്രോതസുകള്‍ക്കും ഭക്ഷ്യ സുരക്ഷാ ലൈസന്‍സ് നിര്‍ബന്ധമാക്കി. ജല അതോറിറ്റി വെള്ളം ശേഖരിക്കുന്ന സ്രോതസുകളെ ഇതില്‍നിന്ന് ഒഴിവാക്കിയിട്ടുണ്ട്. കുടിവെള്ളം ശേഖരിക്കുന്ന സ്രോതസുകളിലെ വെള്ളം ആറുമാസത്തിലൊരിക്കല്‍ സര്‍ക്കാര്‍ ലാബുകളിലോ മറ്റ് സര്‍ക്കാര്‍ അംഗീകൃത (എന്‍.എ. ബി.എല്‍ അക്രഡിറ്റേഷന്‍ ഉള്ള) ലാബുകളിലോ പരിശോധിച്ച് ഉറപ്പുവരുത്തണമെന്നും ഭക്ഷ്യസുരക്ഷാ കമ്മീഷണര്‍ പുറത്തിറക്കിയ ഉത്തരവില്‍ പറയുന്നു.
കുടിവെള്ളം വിതരണം ചെയ്യുന്ന ടാങ്കര്‍ ലോറികള്‍ക്കും വെള്ളം വിതരണത്തിനായി ടാങ്കറുകള്‍ ഘടിപ്പിച്ച മറ്റ് വാഹനങ്ങള്‍ക്കും ലൈസന്‍സ് നിര്‍ബന്ധമാക്കിയിട്ടുണ്ട്.
കുടിവെള്ള ടാങ്കറുകളില്‍ ഉപയോഗയോഗ്യമല്ലാത്ത വെള്ളം വിതരണം ചെയ്യുന്നുവെന്ന പരാതികളെത്തുടര്‍ന്നാണ് നിലവിലുള്ള ഭക്ഷ്യസുരക്ഷാ നിയമങ്ങള്‍ അനുസരിച്ച് സ്രോതസുകള്‍ക്കും ടാങ്കറുകള്‍ക്കും ലൈസന്‍സ് ഏര്‍പ്പെടുത്തുന്നത്. മാലിന്യം കലര്‍ന്ന കുടിവെള്ളം ഉപയോഗിക്കുന്നത് നിമിത്തം ചില പ്രദേശങ്ങളില്‍ ജലജന്യരോഗങ്ങളും ഭക്ഷ്യവിഷബാധയും ഉണ്ടാകുന്നതായും ശ്രദ്ധയില്‍പ്പെട്ടിരുന്നു.
ഒന്നിലധികം വാഹനങ്ങള്‍ ഉപയോഗിക്കുന്നവരും വാടക വാഹനങ്ങള്‍ ഉപയോഗിക്കുന്നവരും ഓരോ വാഹനത്തിനും പ്രത്യേകം ലൈസന്‍സ് നേടണം. ഇത്തരം ടാങ്കറുകളില്‍ കുടിവെള്ളം എന്ന് എഴുതി പ്രദര്‍ശിപ്പിക്കുകയും വേണം. മറ്റാവശ്യങ്ങള്‍ക്ക് ഉപയോഗിക്കുന്ന വെള്ളമാണെങ്കില്‍ നിര്‍മാണത്തിനും മറ്റാവശ്യങ്ങള്‍ക്കുമുള്ള വെള്ളം എന്ന് രേഖപ്പെടുത്തണമെന്നും ഉത്തരവില്‍ പറയുന്നു. ഇത്തരത്തില്‍ രേഖപ്പെടുത്താത്ത ടാങ്കറുകളില്‍ വെള്ളം വിതരണം ചെയ്താല്‍ അത് കുടിവെള്ളമായി പരിഗണിച്ച് നിയമ നടപടി സ്വീകരിക്കും. ടാങ്കറുകളില്‍ ഭക്ഷ്യസുരക്ഷാ ലൈസന്‍സ് നമ്പര്‍ രേഖപ്പെടുത്തുകയും വേണം. കുടിവെള്ള ടാങ്കറുകളില്‍ നിന്ന് അഴുക്കും തുരുമ്പും വെള്ളത്തില്‍ കലരാതിരിക്കാന്‍ അവയുടെ ഉള്‍വശം ബിറ്റുമിനാസ്റ്റിക് കോട്ടിങ്ങോ അനുവദനീയമായ മറ്റ് കോട്ടിങ്ങോ നടത്തിയിരിക്കണം.
കുടിവെള്ളം വിതരണം ചെയ്യുന്ന ടാങ്കറുകളില്‍ ഫുഡ് സേഫ്റ്റി ആന്‍ഡ് സ്റ്റാന്‍ഡേര്‍ഡ്‌സ് ലൈസന്‍സ്, കുടിവെള്ളം പരിശോധിച്ച അംഗീകൃത ലാബ് റിപ്പോര്‍ട്ട്, ടാങ്കിന്റെ ശേഷി, കോട്ടിങ് നടത്തിയതിന്റെ തെളിവ് എന്നിവ സൂക്ഷിച്ചിരിക്കണം. രേഖകളില്ലാത്ത വാഹനങ്ങള്‍ പിടിച്ചെടുക്കാന്‍ ഭക്ഷ്യസുരക്ഷാ ഉദ്യോഗസ്ഥര്‍ക്ക് അധികാരം നല്‍കിയിട്ടുണ്ട്.

കുടിവെള്ളം പുറമേനിന്ന് വാങ്ങുന്ന ഹോട്ടലുകള്‍, റസ്റ്റോറന്റുകള്‍, ഫ്‌ളാറ്റുകള്‍, ആസ്​പത്രികള്‍, വീടുകള്‍, മറ്റ് സംരംഭകര്‍ മുതലായവര്‍ ഇത് സംബന്ധിച്ച് രജിസ്റ്റര്‍ സൂക്ഷിക്കണമെന്നും ഉത്തരവില്‍ നിര്‍ദേശിച്ചിട്ടുണ്ട്.

തിരുവനന്തപുരം: കുടിവെള്ളം വിതരണം നടത്തുന്ന ടാങ്കര്‍ ലോറികള്‍ക്ക് പ്രത്യേക ലൈന്‍സന്‍സ് ഏര്‍പ്പെടുത്താന്‍ സര്‍ക്കാര്‍ തീരുമാനിച്ചിട്ടുണ്ടെന്ന് ആരോഗ്യമന്ത്രി വി.എസ് ശിവകുമാര്‍.

ഭക്ഷ്യ സുരക്ഷ കമ്മിഷന്റെ ലൈസന്‍സ് ഒണ്‍ ലൈന്‍ സംസ്ഥാന തല ഉദ്ഘാടനവും ലൈസന്‍സ് മേളയും ഉദ്ഘാടനം ചെയ്യുകയായിരുന്നു അദ്ദേഹം. കേരളത്തിലെ വിവിധ ജില്ലകളില്‍ ജനങ്ങള്‍ക്ക് വിതരണം ചെയ്യുന്ന കുടിവെള്ളം മലിനമാണെന്ന വ്യാപകമായി പരാതികളെ തുടര്‍ന്നാണ് പുതിയ നടപടി. കുടിവെള്ളം കൊണ്ടുപോകുന്ന ലോറികളുടെ പരിശോധന കര്‍ശനമാക്കാനുള്ള നിര്‍ദ്ദേശവും ആരോഗ്യവകുപ്പ് ഭക്ഷ്യസുരക്ഷ കമ്മീഷന് നല്‍കിട്ടുണ്ടെന്നും അദ്ദേഹം അറിയിച്ചു. ഭക്ഷ്യസുരക്ഷ കമ്മിഷന്റെ നേതൃത്വത്തില്‍ അടുത്ത കാലത്ത് സംസ്ഥാന വ്യാപകമായി നടത്തിയ ഹോട്ടല്‍ റെയിഡുകളെ തുടര്‍ന്ന് ഹോട്ടല്‍ ഭക്ഷണത്തിന്റെ നിലവാരം ഉയര്‍ന്നിട്ടുണ്ട്. കേന്ദ്ര സര്‍ക്കാരിന്റെ നിര്‍ദ്ദേശ പ്രകാരമാണ് സംസ്ഥാനത്ത് എല്ലാ ഭക്ഷ്യ വ്യാപാര സ്ഥാപനങ്ങള്‍ക്കും ലൈസന്‍സോ രജീസ്റ്റേഷനോ നിര്‍ബന്ധിതമാക്കുന്നത്. സംസ്ഥാന സര്‍ക്കാരിന്റെ ആവശ്യപ്രകാരം കേന്ദ്ര സര്‍ക്കാര്‍ രജീസ്റ്റേഷന്‍ തീയതി ഫെബ്രുവരി നാല് വരെ നീട്ടി നല്‍കുകയും ചെയ്തു. പുതിയ നിയമം പ്രവര്‍ത്തികമാകുമ്പോള്‍ ജനങ്ങള്‍ക്ക് ബുദ്ധിമുട്ടുണ്ടാകാതെ വേണം നടപ്പിലാക്കാന്‍ എന്ന നിര്‍ദ്ദേശം സര്‍ക്കാര്‍ ഉദ്യോഗസ്ഥര്‍ക്ക് നല്‍കിട്ടുണ്ടെന്നും അദ്ദേഹം പറഞ്ഞു. മികച്ച രീതിയില്‍ പ്രവര്‍ത്തിക്കുന്ന ഹോട്ടലുകളെ ഗ്രയിഡ് നല്‍കി വേര്‍തിരിക്കാനും മികച്ച ഹോട്ടലിന് സംസ്ഥാന സര്‍ക്കാരിന്റെ അവാര്‍ഡ് നല്‍കാനും സര്‍ക്കാര്‍ ഉദേശിക്കുന്നുണ്ടെന്നും മന്ത്രി പറഞ്ഞു.

Inclusion of alcohol in FSS Act, 2006, no clash with Excise dept: FSSAI

Although alcoholic drinks have been included in the Food Safety and Standards Act (FSSA), 2006, and all the food business operators (FBOs) who sell alcoholic drinks like whisky, beer, rum, and vodka have to apply for licensing and registration, the Food Safety and Standards Authority of India (FSSAI) has denied the possibility of any clash of interest with State Excise Departments.
A number of associations and organisations have made representations against licensing and registration for the business of alcoholic drinks. There has been apprehension that due to alcoholic drinks being included in the FSS Act, 2006, there is duplication of work with the Excise departments of states.
The matter has been examined and it has been clarified that the FSSAI will regulate with the framing of the standards of alcoholic drinks and issues concerned with the safety aspects of alcoholic drinks only from production to sale.
S N Mohanty, Former CEO, FSSAI, said, “There will be no clash of interest between Excise department and FSSAI, because our work will be to issue licences to and register the FBOs which deal with the business of standard alcoholic drinks and wines. All FBOs may need to apply for licences and registration to the authorities at the Centre or state/Union Territory as per their capacity turnover.”
He added, “The other issues like revenue, trade, etc. will be dealt by the Excise departments of states and Union Territories. So there is clear-cut demarcation of the activities and no conflict in jurisdiction.”
Ganesh Naik, State Excise Minister, Maharashtra said, “We will be working in collaboration with FSSAI and the reason there will be no conflict in working of both authority.”

കായംകുളം: കായംകുളത്ത് സീരിയല്‍ ഷൂട്ടിങ് ലൊക്കേഷനിലെ ഭക്ഷ്യവിഷബാധയെ തുടര്‍ന്ന് സംവിധായകനടക്കം 15 പേരെ ആശുപത്രിയില്‍ പ്രവേശിപ്പിച്ചു. സീരിയല്‍ സംവിധായകന്‍ എ.എം. നസീറിനെ ആലപ്പുഴയിലെ ഒരു സ്വകാര്യ ആശുപത്രിയിലും മറ്റുള്ളവരെ വിവിധ സ്വകാര്യ ആശുപത്രികളിലും പ്രവേശിപ്പിച്ചു. വെള്ളിയാഴ്ച രാത്രിയാണ് സംഭവം. ഒരു സ്വകാര്യ ചാനലില്‍ സംപ്രേഷണം ചെയ്യുന്ന സീരിയലിന്‍െറ ഷൂട്ടിങ് ലൊക്കേഷനിലാണ് സംഭവം. കായംകുളം കെ.പി റോഡിന് സമീപത്തെ ഹോട്ടലില്‍ നിന്ന് കൊണ്ടുവന്ന ഭക്ഷണം രാത്രിയില്‍ കഴിച്ചവര്‍ക്കാണ് ഛര്‍ദിയും അസ്വസ്ഥതയും ഉണ്ടായത്. വെജിറ്റേറിയന്‍ ഭക്ഷണം കഴിച്ചവര്‍ക്ക് വിഷബാധയുണ്ടായില്ല. അടുത്ത ഷൂട്ടിങ് ലൊക്കേഷനായ കൈനകരിയിലേക്ക് പോകാന്‍ തയാറെടുക്കുമ്പോഴാണ് ഭക്ഷ്യവിഷബാധയേറ്റത്. മൂന്നുദിവസമായി ഷൂട്ടിങ് ലൊക്കേഷനിലേക്ക് ഭക്ഷണം എത്തിച്ചത് ഈ ഹോട്ടലില്‍നിന്നാണ്. ഈ ദിവസങ്ങളില്‍ പ്രശ്നങ്ങളൊന്നും ഉണ്ടായില്ലെന്ന് പറയുന്നു. എന്നാല്‍, ഭക്ഷണം കഴിച്ചവര്‍ക്കെല്ലാം അന്നുമുതല്‍ വയറ്റില്‍ പ്രശ്നങ്ങള്‍ ഉണ്ടായിരുന്നതായി ഭക്ഷ്യവിഷബാധയേറ്റവര്‍ പറഞ്ഞു. സംഭവത്തെ തുടര്‍ന്ന് ഫുഡ് സേഫ്റ്റി കമീഷണര്‍ ഹോട്ടലിലെത്തി പരിശോധന നടത്തി.

സോസില്‍ പുഴുവിനെ കണ്ടതായി പരാതി

വടകര: പുതിയ ബസ്സ്റ്റാന്‍ഡിലെ ഒരു ഹോട്ടലില്‍ സാന്റ്‌വിച്ചിനൊപ്പം വിളമ്പിയ സോസില്‍ പുഴുവിനെ കണ്ടതായി പരാതി. ഹോട്ടലിനെതിരെ ഡി.വൈ.എഫ്.ഐ. പ്രവര്‍ത്തകര്‍ പ്രകടനവും നടത്തി. ശനിയാഴ്ച 11 മണിയോടെ സാന്റ്‌വിച്ച് കഴിക്കുകയായിരുന്ന രണ്ട് പെണ്‍കുട്ടികളാണ് സോസില്‍ പുഴുവിനെ കണ്ടതായി പരാതിപ്പെട്ടത്. സംഭവം പുറത്തറിഞ്ഞതോടെ ആളുകൂടി. പോലീസും ആരോഗ്യ വകുപ്പധികൃതരും നഗരസഭാ ഫുഡ്‌സേഫ്റ്റി ഓഫീസറും സ്ഥലത്തെത്തി.
സോസിന്റെ സാമ്പിളും ഭക്ഷണത്തിന്റെ അവശിഷ്ടവും പരിശോധനയ്ക്കയച്ചിട്ടുണ്ട്. സോസ് ഉപയോഗിക്കരുതെന്ന് നഗരസഭാ ഫുഡ് സേഫ്റ്റി ഓഫീസര്‍ രാജീവ് നിര്‍ദേശം നല്‍കി.

Clear stance on gutka ban: HC to govt

Bangalore: The High Court on Tuesday directed the State government to make its stand clear regarding the ban on the sale of gutka in the State, by the next hearing.Hearing a petition filed by the Cancer Patients’ Aid Association, the Division Bench comprising acting Chief Justice K Sreedhar Rao and Justice B V Nagarathna asked the State government why it could not think of banning gutka in the State.

The petitioners argued that gutka and pan masala were classified as food items and should be prohibited as per the Food Safety and Standard Act, 2006. “Many states have banned gutka and the latest to join the list is the Odisha government. However, the Karnataka government has not taken any action in this regard,” said Jeyna Kothari, counsel for the petitioners.
Implementation
Pointing out that the Union government had, in April 2012, written to the state governments to implement the ban, Kothari said the governments in Madhya Pradesh, Kerala, Bihar and Himachal Pradesh had already banned gutka and pan masala.
Case pending
The advocate for the government, however, said a case on gutka ban was pending before the Supreme Court and an hearing is scheduled on February 8.
“Hence, we request the bench to adjourn the hearing till the Supreme Court decides on the matter,” said the advocate. Hearing the arguments, the court directed the State government to file objections regarding the gutka ban after February 8 and adjourned the case.

It’s mandatory for marriage halls and caterers to get food safety licence

The scope of Food Safety and Standards Act has been extended to marriage halls and caterers also.

It is mandatory for every ‘kalyana mandapam’ and those who are engaged in food catering business to register and get proper licence from the food safety wing. At the same time, the cooks employed by catering units should obtain medical fitness certificate to ensure hygiene.

An awareness meeting about the need to get food safety licence was conducted here on Sunday for the owners of marriage halls in the city.

J. Suguna, Designated Officer for Food Safety, Madurai district, told The Hindu that marriage halls should have food safety licence as they have a kitchen to prepare food for marriages and other functions.

“This was the first meeting we had officially organised for this target group of ‘kalyana mandapams’ and catering people.

Cleanliness of kitchens in marriage halls is a top priority since it concerns general public who consume food there,” she said.

The marriage halls were asked to make enquiries whether the catering contractor booked by customers has the mandatory food safety licence.

“Normally, a family books marriage hall well in advance and so there is plenty of time available for the caterer to get the licence if it is not obtained already. We told the marriage hall owners to instruct their staff that they should verify the food safety licence of the caterer,” Dr. Suguna said.

The phone numbers of Food Safety Officers in Madurai district were given to the marriage halls association and the officer in each area could be contacted for clarifications, registration and to get food safety licence.

Dr. Suguna said that a ‘Food Safety Licence Mela’ will be conducted at Chellam Saraswathi Mahal on Kamarajar Salai in Madurai on January 20 for the benefit of those involved in food business.

Spot registration will be done on that day and all doubts will be clarified.

തിരു: ഭക്ഷണത്തില്‍ പുഴുവിനെ കണ്ടെത്തിയ സംഭവത്തില്‍ നടപടിയെടുക്കുമെന്ന് നേരത്തെ വ്യക്തമാക്കിയിരുന്നെങ്കിലും ആരോഗ്യമന്ത്രി വി എസ് ശിവകുമാര്‍ ഇടപെട്ടതിനെത്തുടര്‍ന്ന് ഭക്ഷ്യസുരക്ഷാ വിഭാഗം കേസ് മുക്കി. ജിഎസ്ടിയു നേതൃതത്തിലുള്ള ഭക്ഷണ കമ്മിറ്റിയും ആഹാരം പാകംചെയ്ത് നല്‍കിയ കാറ്ററിങ്ങുകാരനുമാണ് സംഭവത്തിന് ഉത്തരവാദികളെന്ന് ഭക്ഷ്യസുരക്ഷാ ഉദ്യോഗസ്ഥര്‍ നടത്തിയ അന്വേഷണത്തില്‍ വ്യക്തമായിരുന്നു. ജില്ലാ കലോത്സവ സംഘാടകസമിതിക്കും കാറ്ററിങ് ഏജന്‍സിക്കും ഭക്ഷ്യസുരക്ഷാ നിയമപ്രകാരം നോട്ടീസ് നല്‍കിയതായും തുടര്‍നടപടിയെടുക്കുമെന്നും ഭക്ഷ്യസുരക്ഷാ കമീഷണര്‍ ബിജുപ്രഭാകര്‍ അന്ന് അറിയിച്ചിരുന്നെങ്കിലും പിന്നീട് മുക്കുകയായിരുന്നു. താല്‍ക്കാലികമായി ഭക്ഷണം പാകംചെയ്ത് വിളമ്പുന്നതിനുപോലും ലൈസന്‍സ് ആവശ്യമാണ്. എന്നാല്‍, ജിസ്ടിയുക്കാര്‍ കാറ്ററിങ് ഏല്‍പിച്ച ഏജന്‍സിക്ക് ലൈസന്‍സുണ്ടായിരുന്നില്ല. വന്‍തുക കമീഷന്‍ അടിക്കാനാണ് ഈ കാറ്ററിങ് ഏജന്‍സിയെ ഏല്‍പ്പിച്ചത്. പുഴു കണ്ടെത്തിയതോടെ സംഭവം വിവാദമാകുമെന്ന് ഭയന്നാണ് ശ്രദ്ധ തിരിച്ചുവിടാന്‍ അക്രമം അഴിച്ചുവിട്ടത്. പുഴുവരിച്ച പച്ചക്കറിയും അരിയും മറ്റുംകൊണ്ട് ആഹാരം പാകം ചെയ്തതുകൊണ്ടാകാം ഭക്ഷണത്തില്‍ ചത്തപുഴുവിനെ കണ്ടതെന്നായിരുന്നു പരിശോധനക്കെത്തിയ ഭക്ഷ്യസുരക്ഷാ ഉദ്യേഗസ്ഥരുടെ പ്രാഥമിക നിഗമനം. സംഭവം നടന്ന ഉടനെ ഭക്ഷ്യസുരക്ഷാ വിഭാഗത്തിെന്‍റ ടോള്‍ഫ്രീ നമ്പറില്‍ പരാതി നല്‍കിയിട്ടും സാമ്പിള്‍ ശേഖരിക്കാനോ പരിശോധിക്കാനോ എത്തിയിരുന്നില്ല. തെളിവുകളെല്ലാം നശിപ്പിക്കപ്പെട്ടതിനുശേഷം പരിശോധിക്കാനെത്തിയത് കുറ്റവാളികളെ രക്ഷിക്കാനായിരുന്നു.

ചെറുതുരുത്തി: ചെറുതുരുത്തി ഗവ. ഹയര്‍ സെക്കന്‍ഡറി സ്‌കൂളില്‍ ഫുഡ് ആന്‍ഡ് സേഫ്റ്റി ഉദ്യോഗസ്ഥര്‍ പരിശോധന നടത്തി. കഴിഞ്ഞ രണ്ടുദിവസങ്ങളിലായി 15-ഓളം കാക്കകളും ഒരു ആടും സ്‌കൂള്‍ കോമ്പൗണ്ടില്‍ ചത്തതിനെത്തുടര്‍ന്ന് ആശങ്ക ഉയര്‍ന്നതിനെത്തുടര്‍ന്നാണ് പരിശോധന. ഗവ. സ്‌കൂളിലെ കുട്ടികള്‍ക്ക് ഭക്ഷണം ഉണ്ടാക്കുന്ന അടുക്കള, ഭക്ഷണസാധനങ്ങള്‍ തുടങ്ങിയവ സംഘം പരിശോധിച്ച് കുഴപ്പമില്ലെന്ന് ഉറപ്പുവരുത്തി. കൂടാതെ സ്‌കൂളിലെ അടുക്കളയും പരിസരവും ശുചീകരിക്കേണ്ടത് സംബന്ധിച്ച് നിര്‍ദേശങ്ങളും നല്‍കി. എന്നാല്‍, ചെറുതുരുത്തി ഗവ. സ്‌കൂളില്‍ അടുത്തകാലത്തായി സാമൂഹികവിരുദ്ധശല്യം രൂക്ഷമായ സാഹചര്യത്തില്‍ സ്‌കൂളില്‍ രാത്രിയില്‍ സെക്യൂരിറ്റി സംവിധാനം ഏര്‍പ്പെടുത്തണമെന്ന ആവശ്യം ശക്തമായിരിക്കുകയാണ്. ജില്ലാപഞ്ചായത്തിനു കീഴിലുള്ള സ്‌കൂളായതിനാല്‍ ഇതുസംബന്ധിച്ച അടിയന്തര നടപടി ഉണ്ടാകണമെന്ന ആവശ്യം ശക്തമായിരിക്കുകയാണ്.

Kerala HC rejects ban on supply and sale of tobacco & tobacco products

The ban on supply and sale of chewing tobacco and tobacco products by invoking the provisions of the Food Safety and Standards (FSS) Act, 2006, was struck down by the Kerala High Court. The order was issued on December 20 on a writ petition filed by the dealers of tobacco products. Justice A M Shaffique ordered that the state and commissioner of food safety had no right to take any action against tobacco or tobacco products as chewing tobacco was not a food product as defined under the FSS Act. Allowing the petition, the court observed that tobacco and tobacco products were not food as defined under section 3(J) of the Act and it was not a food product as specified in Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sale) Regulation (FSSR), 2011.
Tobacco and tobacco products were to be manufactured and sold strictly in accordance with the provisions of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Act, 2003 (CTP) and the rules framed thereunder.FSSR permitted the government to impose any restrictions on all food products containing tobacco or nicotine. However, the judgment stated that it cannot prohibit the manufacture and sale of tobacco and tobacco products which cannot be considered as a food product.The court observed that tobacco was not a food product and it might at best be an intoxicant, which was not used for taste or nourishment. The petitioners had alleged that while transporting chewing tobacco from Delhi, the vehicles were intercepted at the Excise check-post at Walayar on June 2, 2012, on the allegation that the sale of pan masala was prohibited in the state. Though the dealers had represented that the ban on pan masala does not apply to chewing tobacco, the goods were not permitted to be brought to Kerala. The traders had also contended that banning the manufacture, storage, sale or distribution of gutkha and pan masala containing tobacco or ingredients invoking FSS, the prohibition does not apply to chewing tobacco.
Meanwhile, D Sivakumar, designated officer, Office of Commissioner of Food Safety, Kerala, said, “We are not aware about the Kerala High Court order that the state and commissioner of food safety had no right to take action against tobacco or tobacco products. Even the Supreme Court had said five years ago that tobacco was a food product and its supply and sale should be banned.”

FSSAI CEO Mohanty is now DG (supplies & disposal) in commerce ministry

S N Mohanty recently stepped down as chief executive officer, Food Safety and Standards Authority of India (FSSAI) and took charge as director general, supplies and disposal, in the Ministry of Commerce and Industry on January 1, 2013.
He became the chief of the country's food regulator on May 7, 2012, a few months after the Food Safety and Standards Regulations (FSSR), 2011, came into effect. He stated that the ministry would take a call on his successor.
Parting note
Speaking to FnB News about his experience as FSSAI's CEO, Mohanty said, “Great moments are created out of great opportunities. I was lucky to be part of it for brief while. All of us who stay with FSSAI are expected to create these great moments. Great opportunities are lying there. But crafting great moments out of there opportunities, is not an easy task if not possible. But amazing people do it all the time,” the outgoing CEO added.
Mohanty said, “To top it, amazing people are not born, but they just decide to stay the course, stick to their job and rise to an amazing level. When the temptation will be to do the work and get done with it, they are the ones who see a greater communion with their work, the work as it relates to society, fairness of life, and indivisibilty of goal will see a higher purpose and that is the course to great achievement.”
He added, “The field we deal with requires a myriad skill-set, in-depth knowledge and a stirring conscience. This means teams will be required without fail rather than individuals. Individuals will have to work with team spirit without losing sight of the super-ordinate goal of providing safe food to 1.2 billion people. This is a journey which involves FSSAI, the states, the industry, all FBO's, consumer activists and citizens.”
Mohanty said, “I had requested for a change for personal reasons and it came about. Moving from job to job is an inevitable consequence of one's career. But as the French say, 'Une partier, ce'st mourir un peu moi' (Every parting kills a part of me). I had to pause and say good-bye rather than just walking off. I also thank all the media as well as my companions in my short journey, and I wish the next CEO, who will be taking charge very soon, the best of luck.”

ചവയ്ക്കുന്ന പുകയില ഉല്‍പന്നങ്ങളുടെ നിരോധനം സംബന്ധിച്ച് ഹൈക്കോടതി സിംഗിള്‍ ജഡ്ജിയുടെ നിരീക്ഷണം കേരള സര്‍ക്കാരിന്റെ പാന്‍മസാല, ഗുഡ്ക നിരോധനത്തിനെതിരാണെന്ന തരത്തിലുള്ള പ്രചാരണം ശരിയല്ലെന്നു കേരള വൊളന്ററി ഹെല്‍ത്ത് സര്‍വീസസ് അധികൃതര്‍ അറിയിച്ചു. നിക്കോട്ടിനോ പുകയിലയോ അടങ്ങിയ ചവയ്ക്കുന്ന പുകയില ഉല്‍പന്നങ്ങള്‍ക്ക് സംസ്ഥാന സര്‍ക്കാര്‍ ഏര്‍പ്പെടുത്തിയ നിരോധനം ഹൈക്കോടതി ശരിവച്ചിട്ടുള്ളതും നിരോധനം പ്രാബല്യത്തില്‍ ഉള്ളതുമാണ്. സിംഗിള്‍ ജഡ്ജിയുടെ നിരീക്ഷണം ഈ നിരോധനത്തിന് എതിരല്ല. മൂക്കിപ്പൊടി, ഉണങ്ങിയ പുകയില തുടങ്ങിയവയുടെ പായ്ക്കറ്റുകളാണു കേന്ദ്ര ഭക്ഷ്യ സുരക്ഷാ നിയമത്തിന്റെ പരിധിയില്‍ വരുന്നില്ലെന്നു ഹൈക്കോടതി നിരീക്ഷിച്ചത്.
തെറ്റിദ്ധാരണ പരത്തുന്ന തരത്തിലുള്ള പ്രചാരണങ്ങള്‍ ഹൈക്കോടതിയുടെ ശ്രദ്ധയില്‍ കൊണ്ടുവരുമെന്നു സംസ്ഥാനത്തു പുകയില വിരുദ്ധ പ്രവര്‍ത്തനങ്ങള്‍ നടത്തുന്ന സന്നദ്ധ സംഘടനയായ വൊളന്ററി ഹെല്‍ത്ത് സര്‍വീസസ് അറിയിച്ചു.

ഉച്ചഭക്ഷണത്തില്‍ പുഴു

കക്കട്ടില്‍: വട്ടോളി സംസ്‌കൃതം ഹൈസ്‌കൂളിലെ വിദ്യാര്‍ഥികള്‍ക്ക് നല്‍കിയ ഉച്ചഭക്ഷണത്തില്‍ പുഴുവിനെ കണ്ടതിന്റെ അടിസ്ഥാനത്തില്‍ സ്‌കൂള്‍ ഭക്ഷണത്തിന് സിവില്‍ സപ്ലൈസ് വകുപ്പ് മുഖാന്തരം മാവേലി സ്റ്റോര്‍ വഴി നല്‍കിയ ഇരുപതോളം വരുന്ന അരിച്ചാക്കുകള്‍ നശിപ്പിക്കണമെന്ന് ഡി.വൈ.എഫ.്‌ഐ. കുന്നുമ്മല്‍ പഞ്ചായത്ത് കമ്മിറ്റി ആവശ്യപ്പെട്ടു.
കുന്നുമ്മല്‍ ഗ്രാമപ്പഞ്ചായത്തിലേത് ഉള്‍പ്പെടെയുള്ള സ്‌കൂളുകള്‍ക്ക് അരി നല്‍കുന്നത് മാവേലി സ്റ്റോര്‍ വഴിയാണ്. വിതരണം ചെയ്ത അരി ബന്ധപ്പെട്ട ആരോഗ്യവകുപ്പ് പരിശോധിച്ച് ഉപയോഗയോഗ്യമാണോയെന്നും അല്ലാത്തപക്ഷം മുഴുവന്‍ അരിയും നശിപ്പിക്കണമെന്നും യോഗം ആവശ്യപ്പെട്ടു. ഇതിന് തയ്യാറായില്ലെങ്കില്‍ പ്രക്ഷോഭം നടത്തുമെന്നും ഭാരവാഹികള്‍ അറിയിച്ചു. യോഗത്തില്‍ എം.കെ. സുനീഷ്, കെ.പി. ഷാജി, അജീഷ്, മിഥുന്‍ലിയാസ് തുടങ്ങിയവര്‍ സംസാരിച്ചു.

Court annuls ban on tobacco sale

The ban on supply and sale of chewing tobacco and tobacco products by invoking the provisions of the Food Safety and Standards (FSS) Act, 2006, has been struck down by the Kerala High Court.

The order was issued on December 20 on a writ petition filed by the dealers of tobacco products.

Justice A.M. Shaffique ordered that State and Commissioner of Food Safety had no right to take any action against tobacco or tobacco products as ‘chew tobacco’ was not a food product as defined under the FSS Act.

Allowing the petition, the court observed that tobacco and tobacco products were not food as defined under section 3(J) of the Act and it was not a food product as specified in the regulation 2.3.4 of the Food Safety and Standards (prohibition and restrictions on Sales) Regulation 2011.

Tobacco and tobacco products were to be manufactured and sold strictly in accordance with the provisions of the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Act 2003 (CTP) and rules framed thereunder.

The Food Safety regulation permitted the government to impose any restriction on any food products containing tobacco or nicotine. But it cannot prohibit the manufacture and sale of tobacco and tobacco products which cannot be considered as a food product, the judgement said.

The court observed that tobacco was not a food product and it might at the best be an intoxicant, which was not used for taste or nourishment, the court said. The petitioners had alleged that while transporting ‘chew tobacco’ from Delhi, the vehicles were intercepted at the Excise check-post at Walayar on June 2 this year on the allegation that the sale of pan masala was prohibited in the State.

Though the dealers had represented that the ban on pan masala does not apply to chewing tobacco, the goods were not permitted to be brought to Kerala. The traders had also contended that banning the manufacture, storage, sale or distribution of gutkha and pan masala containing tobacco or ingredients invoking FSS, the prohibition does not apply to ‘chew tobacco.’

ചവയ്ക്കുന്ന പുകയില നിരോധനം റദ്ദാക്കി

ചവയ്ക്കുന്ന പുകയില നിരോധിച്ച സര്‍ക്കാര്‍ ഉത്തരവു നിലനില്‍ക്കില്ലെന്നു ഹൈക്കോടതി ചൂണ്ടിക്കാട്ടി. 2006 ലെ ഫൂഡ് ആന്റ് സേഫ്റ്റി സ്റ്റാന്‍ഡേര്‍ഡ് ആക്റ്റ് 2006 പ്രകാരമാണു സര്‍ക്കാര്‍ ച്യൂയിങ് ടുബാക്കോ ഇനത്തിലെ ഉല്‍പ്പന്നങ്ങള്‍ നിരോധിച്ചത്. ഇതിനെതിരെ ടുബാക്കോ ഡീലേഴ്‌സ് നല്‍കിയ റിട്ട് ഹര്‍ജി അനുവദിച്ചാണു ജസ്റ്റിസ് എ.എം.ഷെഫീഖ് സര്‍ക്കാര്‍ ഉത്തരവ് റദ്ദാക്കിയത്. നിയമത്തില്‍ പറയുന്ന ഭക്ഷ്യപദാര്‍ഥങ്ങളുടെ ഇനത്തില്‍ പുകയില ഉള്‍പ്പെടില്ലെന്നാണു കോടതിയുടെ നിരീക്ഷണം.
